1. What assistance is available for Credit Card/-i?

Cardmembers may opt to convert their outstanding balances (Conventional) /outstanding principal balances (Islamic) to instalment plan through the Credit Card Balance Conversion Programme (CCBC).


In addition to this, cardmembers may also apply for 6 months’ moratorium on their credit card/-i balances (Conventional) /outstanding principal balances (Islamic) that have been converted into CCBC.


Please refer to Question 17 for more information.

2. What is the Credit Card Balance Conversion Programme (”CCBC”)?

The Credit Card Balance Conversion Programme (CCBC) helps reduce cash flow difficulties faced by individual cardmembers during this challenging time


CCBC enables cardmembers to convert the outstanding balances (Conventional) /outstanding principal balances (Islamic) into regular monthly instalments. If your outstanding statement balances (Conventional) /outstanding statement principal balances (Islamic) meets a minimum amount of RM1,000, it is eligible to be converted into an instalment plan of up to 3 years at an effective rate of 13% per annum.


The CCBC is available through application only.

3. Am I eligible for the conversion of my credit card/-i outstanding balances (Conventional) /outstanding principal balances (Islamic) into CCBC?

You are eligible to apply if you fulfil the following criteria:


  • Minimum credit card/-i statement outstanding balances (Conventional) /outstanding principal balances (Islamic) of RM1,000; AND
  • your credit card/-i is in arrears for less than 90 days.
4. How do I apply for CCBC?

Please note that the conversion under CCBC is allowed only once for each credit card/-i under the current PEMULIH Repayment / Payment Assistance programme.

5. What if my credit card/-i is currently in arrears > 90 days, am I still eligible?

You are not eligible to convert your credit card/-i balances (Conventional) /outstanding principal balances (Islamic) to CCBC if your account is in arrears exceeding 90 days. Instead, you may contact 03-27763111 to arrange for credit card/-i payment assistance.

6. I am currently paying my credit card/-i promptly and I do not want to apply for CCBC. Can I continue servicing my credit card/-i payment as usual?

You may continue to pay to your credit card/-i as usual. No other action is required.

7. If my credit card/-i outstanding balance (Conventional) /outstanding principal balances (Islamic) is converted to CCBC, can I still use my credit card/-i?

Yes, you can continue to use the credit card/-i up to the remaining credit limit after taking into account the balance converted into CCBC. The outstanding balances (Conventional) /outstanding principal balances (Islamic) converted into CCBC is treated as part of the credit card/-i limit. In addition, the monthly CCBC instalments form part of the minimum monthly payment amount for your credit card/-i.

8. If I decide not to convert the outstanding balances (Conventional) /outstanding principal balances (Islamic) now, but decide to convert in the future, what should I do?

9. Can I fully settle the CCBC before its maturity?

You may settle the CCBC at any time without any early termination fee. However, please note that you will be charged the total amount outstanding upon settlement, which includes the outstanding principal and interest/the actual management fee as final payment.

10. Am I given the option/flexibility to choose the tenure / period for the CCBC Programme?

Yes, there are 4 plans available and these options are available in the e-Form. Please refer to Question 4.

Effective Interest Rate/Actual Management Fee - interest/actual management fee payments based on the remaining outstanding balances (Conventional) / outstanding balances principal (Islamic) at the end of each term and works on computing interest /actual management fee on a reducing balance basis.


Flat Interest Rate /Actual Management Fee - interest / actual management fee payments based on the initial original principal.

11. I had converted my credit card/-i outstanding balances (Conventional) /outstanding principal balances (Islamic) into instalment plan under CCBC last year. Can I convert my current outstanding balances into the CCBC Programme?

Yes, you are eligible to convert your current credit card/-i outstanding balances (Conventional) /outstanding principal balances (Islamic) into CCBC. Please refer to Question 4.


Note: The current credit card/-i outstanding balances (Conventional) /outstanding principal balances (Islamic) only includes any instalment balances that are reflected in your statement at the point of application.

12. I have applied for CCBC. When will the conversion start?

Upon successful conversion into the CCBC Programme, the instalment will be reflected in your next credit card/-i statement. For example, if your credit card/-i statement date is 5th August 2021 and the balance conversion is on 10th August 2021, your first instalment will be reflected in your 5th September 2021 statement.


An SMS notification will be sent to you within 2 days upon successful conversion.

13. What will happen if I cancel my credit card/-i?

Upon cancellation of your credit card/-i, your CCBC will be terminated and you will have to pay the total outstanding principal in full which includes the outstanding principal and interest/actual management fee as final payment.

14. If my credit card/-i outstanding balances (Conventional) /outstanding principal balances (Islamic) is converted to CCBC, will my CCRIS records be adversely affected?

No, as long as the minimum payment continues to be paid by the relevant due date. However if your credit card/-i is already non-performing (in arrears for more than 90 days), this will continue to be reflected in your CCRIS record.

15. I have instalment plans (eg. Easy Payment Plan (EPP), Balance Transfer(BT), Cash Xcess(CX), Dial-An-Instalment(DAI)) under my credit card/-i. Can I convert all the balances into CCBC?

The conversion into CCBC applies only to the outstanding balances (Conventional) /outstanding principal balances (Islamic) that are already billed into your credit card/-i account at the CCBC application date. This excludes unbilled instalment amounts.


For example:


  • Total balance on credit card/-i as at CCBC application date: RM5,000
    Treatment: The RM5,000 will be converted to CCBC
  • Charges to credit card/-i after CCBC application date: RM2,000
    Treatment: The RM2,000 will not be converted into CCBC and these new balances on the credit card/-i need to be paid accordingly
  • Monthly standing instructions that are not yet billed to the credit card/-i at the CCBC application date: RM1,000 each month
    Treatment: The RM1,000 recurring monthly charges that are not billed to the card will not be converted into CCBC. These new balances on the credit card/-i need to be paid accordingly
16. After converting my outstanding balances (Conventional) /outstanding principal balances (Islamic) into CCBC, do I still need to make monthly payments on new outstanding balances on my credit card/-i?

Yes, please continue to pay at least the minimum payment due for all outstanding balances (Conventional) /outstanding principal balances (Islamic) billed to your credit card/i. Any unpaid minimum payments in this scenario will affect your CCRIS rating.

17. Can I apply for 6 months’ moratorium on my CCBC?

Yes, after your credit card/-i outstanding balances (Conventional) /outstanding principal balances (Islamic) are converted to CCBC, you may obtain additional assistance by applying for 6 months’ moratorium on your CCBC.


To apply for the 6 months’ moratorium for your newly approved CCBC please call 03-2776 3111 or email us at customer.service@rhbgroup.com within the PEMULIH Repayment / Payment assistance period to make your request.


Please note that you will not be able to use the credit card/-i during the moratorium period. In such case, we strongly suggest that you review any standing instructions for ongoing charges to your credit card/-i prior to applying for moratorium.

18. Will my auto billing for my credit card/-i (e.g. monthly insurance premium, phone bills, etc.) be affected by conversion to CCBC?

No, it will not be affected.


However, if you are applying for 6 months’ moratorium on your CCBC, the credit card/-i cannot be used during the moratorium period. Please make payment directly to biller/s to avoid any services being interrupted. Please refer to Question 17.

19. After converting my outstanding balance (Conventional) /outstanding principal balances (Islamic) to CCBC, I incur new outstanding balances on my credit card/-i. However, I am unable to pay. What do I need to do?

In this situation, please contact us at 03-2776 3111 for a customized payment assistance solution for the portion of your card/-i balances (Conventional) /outstanding principal balance (Islamic) that are not under CCBC.

20. What happens if I cannot service my CCBC payment?

Please refer to Question 17 on applying for 6 months’ moratorium on your CCBC.

21. My account is under Rescheduling & Restructuring (R&R) programme, will I be eligible for the 6 months moratorium?

Yes, subject to meeting the criteria below:-


  • Not in arrears exceeding 90 days upon application date; AND
  • Denominated in Malaysian Ringgit

1. Apakah bantuan yang tersedia untuk Kad Kredit/-i?

Ahli Kad boleh memohon untuk menukarkan baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) kepada pelan ansuran melalui Program Penukaran Baki Kad Kredit/-i (“CCBC”).


Selain itu, Ahli Kad juga boleh memohon moratorium selama 6 bulan ke atas baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i yang telah ditukarkan ke Program CCBC.

2. Apakah yang dimaksudkan dengan Program CCBC?

Program CCBC bertujuan untuk membantu meringankan beban kewangan yang dihadapi oleh Ahli Kad individu dalam tempoh yang sukar ini.


Program CCBC ini membolehkan Ahli Kad untuk menukarkan baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) kepada ansuran bulanan. Sekiranya baki penyata tertunggak (Konvensional) / baki penyata tertunggak prinsipal (Islamik) anda memenuhi syarat amaun minimum sebanyak RM1,000, ia layak untuk ditukarkan kepada pelan ansuran sehingga 3 tahun pada kadar efektif 13% setahun.


Permohonan perlu dilakukan untuk mendapatkan Program CCBC.

3. Adakah saya layak untuk penukaran baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i kepada Program CCBC?

Anda layak memohon jika memenuhi kriteria berikut:

  • Baki penyata Kad Kredit/-i minimum RM1,000; dan

  • Kad Kredit/-i anda tertunggak kurang daripada 90 hari.
4. Bagaimanakah untuk saya memohon Program CCBC ini?

Untuk permohonan Program CCBC, sila lengkapkan e-Borang di sini.

Nota: Penukaran baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) melalui Program CCBC hanya dibenarkan sekali sahaja untuk setiap Kad Kredit/-i di bawah Bantuan Pembayaran yang berkaitan dengan PEMULIH.

5. Bagaimana pula jika Kad Kredit/-i saya sekarang ini tertunggak > 90 hari, adakah saya masih layak?

Anda tidak layak menukar baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i kepada Program CCBC jika akaun anda tertunggak melebihi 90 hari. Sila hubungi 03-2776 3111 untuk mengaturkan bantuan lain untuk Kad Kredit/-i anda.

6. Saya kini membayar Kad Kredit/-i saya tepat pada masanya dan saya tidak berminat dengan Program CCBC ini. Bolehkah saya meneruskan pembayaran Kad Kredit/-i seperti biasa?

Anda boleh meneruskan pembayaran Kad Kredit/-i anda seperti biasa. Tiada sebarang tindakan lain diperlukan.

7. Sekiranya baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i saya ditukarkan menjadi Program CCBC, adakah saya masih boleh menggunakan Kad Kredit/-i saya?

Ya, anda masih boleh menggunakan had Kad Kredit/-i anda yang selebihnya, selepas mengambil kira baki yang telah ditukarkan kepada CCBC. Baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) yang ditukarkan kepada CCBC dianggap sebagai sebahagian daripada had Kad Kredit/-i. Di samping itu, bayaran ansuran bulanan program CCBC merupakan sebahagian daripada amaun pembayaran bulanan minimum bagi Kad Kredit/-i tersebut.

8. Sekiranya saya membuat keputusan untuk tidak menukar baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) sekarang, tetapi mahu berbuat demikian pada masa akan datang, apakah yang perlu saya buat?

Anda boleh menghubungi Pusat Panggilan Pelanggan kami di 03-9206 8118 untuk memohon Program CCBC atau lengkapkan e-Borang di sini dalam tempoh program ini.

9. Bolehkah saya menjelaskan sepenuhnya Program CCBC sebelum ia matang?

Ya, anda boleh menjelaskan CCBC pada bila-bila masa tanpa dikenakan sebarang fi penamatan awal. Namun demikian, anda akan dicaj penuh jumlah tertunggak termasuk amaun prinsipal dan faedah/yuran pengurusan sebenar yang tertunggak sebagai pembayaran akhir.

10. Adakah saya diberi pilihan/kebebasan untuk memilih tempoh pelan sekiranya saya ingin memohon Program CCBC ini?

Ya, anda boleh memilih salah satu daripada empat pelan yang terdapat dalam Program CCBC melalui borang. Sila rujuk Soalan 4.

Kadar Faedah Efektif / Yuran Pengurusan Sebenar - faedah/yuran pengurusan sebenar adalah berdasarkan jumlah tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) yang sedia ada pada akhir setiap penggal dan pengiraan faedah/yuran pengurusan sebenar adalah berdasarkan kaedah pengurangan baki.


Kadar Faedah Tetap / Yuran Pengurusan Sebenar - faedah / yuran pengurusan sebenar adalah berdasarkan jumlah asal prinsipal.

11. Saya pernah menukarkan baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i kepada CCBC pada tahun lalu, bolehkah saya menukar baki tertunggak sedia ada saya kepada CCBC?

Ya, anda layak untuk menukar baki tertunggak semasa (Konvensional) / baki tertunggak semasa prinsipal (Islamik) Kad Kredit/-i anda kepada CCBC.

Nota: Baki tertunggak semasa (Konvensional) / baki tertunggak semasa prinsipal (Islamik) Kad Kredit/-i hanya termasuk sebarang baki pelan ansuran yang telah dibilkan semasa permohonan CCBC (jika ada).

12. Saya telah memohon program CCBC. Bilakah penukaran tersebut akan berkuatkuasa?

Setelah penukaran kepada CCBC anda berjaya, ansuran tersebut akan dipaparkan pada penyata Kad Kredit /-i anda pada bulan seterusnya. Sebagai contoh, jika penyata Kad Kredit/-i anda adalah pada 5 Ogos 2021 dan penukaran baki tersebut dilaksanakan pada 10 Ogos 2021, ansuran bulanan pertama anda akan dipaparkan pada penyata anda 5 September 2021.


Anda akan menerima mesej Perkhidmatan Pesanan Ringkas (SMS) dari Bank dalam tempoh dua (2) hari sekiranya permohonan CCBC anda telah berjaya.

13. Apakah yang akan terjadi sekiranya saya membatalkan Kad Kredit/-i saya?

Apabila Kad Kredit/-i anda dibatalkan, CCBC akan ditamatkan dan anda perlu membayar jumlah tertunggak termasuk amaun prinsipal dan faedah/yuran pengurusan sebenar tertunggak sebagai pembayaran akhir.

14. Adakah penukaran baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i saya kepada CCBC akan menjejaskan rekod CCRIS saya?

Tidak, selagi bayaran minimum terus dibuat mengikut tarikh yang sepatutnya dibayar. Namun begitu, sekiranya Kad Kredit/-i anda telahpun berada pada status tidak berbayar (tertunggak melebihi 90 hari), ia akan terus dipaparkan pada rekod CCRIS anda.

15. Saya mempunyai pelan ansuran (contohnya Pelan Pembayaran Mudah (EPP), Pemindahan Baki, Cash Xcess, Dial-An-Instalment) di bawah Kad Kredit/-i saya, bolehkah saya menukarkan semua baki tersebut kepada CCBC?

Penukaran kepada CCBC hanya tertakluk kepada baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) yang telah dibilkan kepada akaun Kad Kredit/-i anda (tidak termasuk amaun ansuran yang belum dijelaskan) pada tarikh permohonan dibuat.


Sebagai contoh:


  • Jumlah baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i pada hari permohonan CCBC: RM 5,000.
    Layanan: RM 5,000 akan ditukarkan ke program CCBC.
  • Jumlah penggunaan baru yang dikenakan ke Kad Kredit/-i selepas tarikh pemohonan CCBC = RM 2,000.
    Layanan: RM 2,000 tidak akan ditukarkan ke program CCBC dan jumlah baki tertunggak baru harus dibayar dengan sewajarnya.
  • Arahan tetap yang belum dibil ke Kad Kredit/-i pada hari pemohonan CCBC = RM 1,000 setiap bulan
    Layanan: Bayaran bulanan berulang RM 1,000 yang belum dibil ke Kad Kredit/-i tidak akan ditukar ke program CCBC. Jumlah baki tertunggak baru harus dibayar dengan sewajarnya.
16. Selepas menukar baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) kepada CCBC, adakah saya masih perlu membuat bayaran bulanan untuk baki tertunggak baru kepada Kad Kredit/-i saya?

Ya. Anda perlu meneruskan bayaran minima sekiranya terdapat sebarang baki yang tertunggak yang dibilkan kepada Kad Kredit/-i anda. Sebarang bayaran minimum yang tidak dibayar akan menyebabkan anda berstatus mungkir dan memberi kesan kepada penarafan CCRIS anda.

17. Bolehkah saya memohon moratorium 6 bulan sebaik sahaja baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i saya ditukarkan kepada CCBC?

Ya, anda boleh memohon moratorium 6 bulan selepas baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) telah ditukarkan kepada CCBC.


Untuk membuat permohonan moratorium selama 6 bulan ke atas Program CCBC anda, anda dikehendaki menghubungi 03-2776 3111 atau menghantar emel kepada kami di customer.service@rhbgroup.com dalam tempoh Program RA PEMULIH.


18. Adakah bil automatik untuk Kad Kredit/-i saya akan terjejas oleh Program CCBC? Sebagai contoh, bayaran bulanan takaful/insuran, bil telefon dan sebagainya?

Tidak.

19. Selepas menukarkan baki tertunggak Kad Kredit/-i kepada CCBC, saya mempunyai baki tertunggak baru. Namun, saya tidak dapat membuat pembayaran, apakah yang boleh dibuat?

Dalam situasi ini, sila hubungi 03-2776 3111 untuk bantuan pembayaran bagi baki tertunggak (Konvensional) / baki tertunggak prinsipal (Islamik) Kad Kredit/-i baru yang tidak ditukarkan kepada CCBC.

20. Apakah yang akan berlaku sekiranya saya tidak mampu membayar CCBC?

Sila rujuk Soalan 17 untuk memohon moratorium selama 6 bulan untuk CCBC anda.

21. Adakah pinjaman/pembiayaan di bawah program penstrukturan dan penjadualan semula (R&R) layak menerima moratorium selama 6 bulan?

Ya, tertakluk pada memenuhi kriteria seperti berikut:-


  • Tidak tertunggak selama lebih daripada 90 hari pada tarikh permohonan; DAN
  • Dalam denominasi Ringgit Malaysia
